The Program

Project MKULTRA

In 1953, CIA Director Allen Dulles authorized a program to explore “the use of biological and chemical materials in altering human behavior.” It would run for 20 years across 149 sub-projects at 80+ institutions — universities, hospitals, prisons, military bases. Its name was MKULTRA.

The subjects were often unwitting. The methods included LSD, electroshock, sensory deprivation, hypnosis, and psychological torture. The goal was control — not understanding. Not healing. Control.

MKULTRA encompassed 149 sub-projects across 80+ institutions including Harvard, Stanford, Columbia, McGill, and the National Institute of Mental Health. In 1973, CIA Director Richard Helms ordered all MKULTRA files destroyed. The directive was carried out. But 20,000 pages survived — only because they had been misfiled in the CIA’s financial records division and were discovered during a 1977 FOIA request by investigative journalist John Marks. These pages became the basis for the Church Committee investigation and every public disclosure that followed.

Operation Midnight Climax

Documented

Operation Midnight Climax: The CIA operated safe houses in San Francisco and New York where sex workers were hired to lure unwitting men. The subjects were secretly dosed with LSD and other drugs, then observed and filmed through two-way mirrors by CIA agents. Bureau of Narcotics officer George Hunter White ran the operation from 1955 to 1963. His personal diaries, archived at Foothill College Electronics Museum in Los Altos Hills, document the program in detail. White later wrote: “I toiled wholeheartedly in the vineyards because it was fun, fun, fun.”

The First Casualty

Documented

Frank Olson, a U.S. Army biochemist working on CIA biological weapons research, was secretly dosed with LSD by Sidney Gottlieb at a retreat on November 19, 1953. Nine days later, Olson fell from a 13th-floor window of the Statler Hotel in New York City. The CIA ruled it a suicide. A 1994 exhumation and forensic examination found a cranial injury consistent with a blow to the head before the fall. In 1975, the Olson family received a personal apology from President Ford and a settlement from Congress. The case has never been resolved.

Psychic Driving

Documented

Donald Ewen Cameron, president of both the American and Canadian Psychiatric Associations and the World Psychiatric Association, conducted CIA-funded experiments at McGill University’s Allan Memorial Institute (Sub-project 68). His “psychic driving” technique used drug-induced comas lasting up to 86 days, combined with repetitive audio messages played up to 500,000 times, electroshock at 30–40 times normal therapeutic power, and total sensory deprivation. Patients were left incontinent, unable to recognize family members, and in some cases permanently regressed to infantile states.

Documented

George Estabrooks, Rhodes Scholar and chair of the psychology department at Colgate University, documented the creation of hypnotic couriers and “super spies” for U.S. military intelligence during WWII. He described splitting personalities into compartmented identities that could carry classified information without conscious knowledge. In 1971, he stated publicly: “I can hypnotize a man — without his knowledge or consent — into committing treason against the United States.”

The Weapons

While MKULTRA explored chemical and psychological manipulation, a parallel track pursued something more precise: the direct transmission of information into the human brain using electromagnetic radiation. The science is peer-reviewed. The weapons are classified.

The Frey Effect

Documented

The microwave auditory effect was first reported in peer-reviewed literature in 1961 by neuroscientist Allan Frey in the journal Aerospace Medicine. Modulated microwave radiation at specific frequencies produces sounds perceived inside the head — clicks, buzzes, even words — with no external speaker, no earpiece, and no physical contact. The effect has been independently replicated in laboratories worldwide for over 60 years.

The Moscow Signal

Documented

From the 1950s through 1976, the Soviet Union continuously irradiated the U.S. Embassy in Moscow with microwave radiation. Ambassador Walter Stoessel developed a rare blood disease (aplastic anemia) and died in 1986. Two other ambassadors, Charles Bohlen and Llewellyn Thompson, also died of cancer. The State Department kept the irradiation secret from embassy staff for years and commissioned a classified study by Johns Hopkins University to assess the effects.

Project Pandora (1965–1970): DARPA’s classified response to the Moscow Signal. The program studied the biological effects of directed microwave radiation on primates and humans. Researchers found behavioral changes in exposed subjects. The full results remain partially classified. DARPA’s interest in directed energy did not end with Pandora — it evolved.

Documented

Voice-to-skull (V2K) technology — the weaponized application of the Frey Effect — appeared as an official term in the U.S. Army’s Military Thesaurus before being quietly removed in 2008 after media attention. U.S. Patent 6,470,214, granted in 2002, describes “a method and device for producing a communication through the microwave auditory effect” — effectively a patent for putting voices in someone’s head without their knowledge.

Havana Syndrome

Documented

Beginning in late 2016, U.S. and Canadian diplomats in Havana, Cuba reported sudden onset of cognitive difficulties, hearing loss, vertigo, nausea, and brain injuries with no apparent external cause. By 2024, similar incidents were reported at U.S. facilities in China, Austria, Colombia, India, Vietnam, and Washington, D.C. — affecting an estimated 1,500+ U.S. government personnel. Brain imaging studies published in JAMA found measurable white matter changes in affected individuals.

The National Academies of Sciences, Engineering, and Medicine concluded in December 2020 that “directed, pulsed radiofrequency energy appears to be the most plausible mechanism” for the Havana Syndrome injuries — consistent with the Frey Effect mechanism documented since 1961. Act III

The Discoveries

While one arm of the intelligence community weaponized consciousness, another arm discovered something they couldn’t explain — and couldn’t control. At Stanford Research Institute, the CIA was getting results that broke every model they had.

Project Stargate

The CIA funded a remote viewing program at Stanford Research Institute (SRI) from 1972 to 1995 under successive codenames: SCANGATE, GRILL FLAME, CENTER LANE, SUN STREAK, and finally STAR GATE. The program employed individuals who described distant locations, people, and events using only geographic coordinates. Over 89,000 pages across ~12,000 files were declassified via the CIA’s STAR GATE collection in 2017.

Ingo Swann, working under controlled laboratory conditions at SRI in 1973, provided detailed descriptions of features around Jupiter — including a ring system — before it was confirmed by the Pioneer 10 flyby. The session was documented and timestamped by Puthoff and Targ. Puthoff and Targ’s broader SRI experiments were published in Nature (1974).

Pat Price, a retired Burbank police commissioner working at SRI, was given only geographic coordinates and described a classified NSA facility at Sugar Grove, West Virginia — including operational details, building layouts, and code names that required SRI staff to obtain special security clearances just to verify. The accuracy prompted CIA alarm about the program’s own security implications: if Price could see their installations, who else could?

Joe McMoneagle (U.S. Army, codename “Remote Viewer #1”) was awarded the Legion of Merit in 1984 — the citation referencing his contributions to “a critical intelligence project” involving “psychoenergetic” intelligence collection. He participated in over 450 operational sessions for the DIA. In one documented session, he accurately described the construction of a new Soviet Typhoon-class submarine in a covered building at Severodvinsk — months before satellite imagery confirmed it.

The Gateway Process

Documented

In 1983, U.S. Army Intelligence and Security Command commissioned a classified report on the Gateway Process — the Monroe Institute’s consciousness expansion technique using binaural audio beats (Hemi-Sync). Lt. Col. Wayne McDonnell’s full analysis concluded that consciousness is “an electromagnetic system” capable of accessing information beyond normal spacetime constraints. The report was classified. When partially declassified, Page 25 — dealing with practical application steps — was missing for decades, fueling viral interest on social media. The CIA released it in 2021 following sustained FOIA pressure.

Credible

The Gateway Process report describes a model where consciousness operates as a holographic system that can be “tuned” to access different information states. It references quantum physics, describes out-of-body experiences as operational states rather than pathology, and concludes the technique has practical intelligence applications. The report treats consciousness as infrastructure, not philosophy.

The Suppression

In 1995, the CIA commissioned an external review of the Stargate program by the American Institutes for Research. The review acknowledged statistically significant results — then recommended termination anyway, citing lack of “actionable intelligence.” The program was declared dead. The research continued under different names and different budgets.

The 1995 AIR review of Stargate, led by statistician Jessica Utts (UC Davis) and professional skeptic Ray Hyman (University of Oregon), reached split conclusions. Utts: “Using the standards applied to any other area of science, it is concluded that psychic functioning has been well established. The statistical results of the studies examined are far beyond what is expected by chance.” Hyman agreed the results were statistically anomalous but questioned the methodology. The program was terminated regardless.

Despite the program’s official “termination” in 1995, Dale Graff (former Stargate program director at DIA) and multiple participants have stated that remote viewing research and operational work continued within classified programs under different organizational labels. Dean Radin’s meta-analysis of psi research — published in peer-reviewed journals — showed effect sizes for remote viewing and related experiments with odds against chance exceeding 10²⁰ to 1. For context, this is comparable to the statistical significance used to confirm the existence of the Higgs boson. The results have been replicated across multiple independent laboratories and research groups worldwide.

Michael Aquino, Lt. Colonel in U.S. Army Military Intelligence and psychological operations specialist, co-authored “From PSYOP to MindWar” (1980) with Col. Paul Vallely. The paper proposed using electromagnetic radiation, infrasound, and psychological techniques for strategic influence operations — targeting not enemy soldiers but entire populations. Aquino simultaneously founded and led the Temple of Set (an occult organization) while holding Top Secret/SCI clearances at NSA and DIA. The Army saw no conflict.

The Crack

Here is the paradox the intelligence community never solved: consciousness cannot be permanently captured because it is the thing doing the capturing. Every attempt to weaponize it produced people who woke up instead. The program’s greatest failure was its greatest discovery.

Edgar Mitchell, Apollo 14 astronaut and the sixth person to walk on the Moon, experienced a profound consciousness shift during the return flight — describing it as a “savikalpa samadhi” experience, a state described in Vedantic philosophy as the dissolution of the boundary between self and universe. He founded the Institute of Noetic Sciences (IONS) in 1973 to study consciousness scientifically. He spent the rest of his life saying the same thing the classified programs had discovered.

Gordon Cooper, Mercury 7 and Gemini 5 astronaut, testified to the United Nations in 1978 that UFOs are real, that he had personally witnessed them, and that the information was being systematically suppressed. He also filmed a UFO landing at Edwards Air Force Base in 1957 — the film was sent to Washington and never returned. Cooper stated the secrecy was connected to classified technology programs.

Jacques Vallée, computer scientist, early ARPANET developer, and co-developer of the first computerized mapping of Mars, proposed that the phenomenon behind both UAP encounters and consciousness research points to an “interdimensional” reality rather than a simply extraterrestrial one — and that intelligence agencies have known this since at least the 1960s. Hal Puthoff, who ran Stargate at SRI, later became a key figure in the Pentagon’s UAP investigation (AAWSAP/AATIP).

Inference

At least nine contemplative traditions — Buddhist Vipassana, Advaita Vedanta, Zen, Sufism, Dzogchen, Kashmir Shaivism, Christian Mysticism, Kabbalah, and Taoism — independently describe a non-dual ground state of consciousness that is strikingly consistent with the operational states documented in the Gateway Process report and the remote viewing protocols at SRI. The CIA’s classified discovery is an open secret in every contemplative lineage on Earth.

The CIA’s own Gateway Process report concludes that consciousness is “an electromagnetic system” capable of accessing information beyond spacetime constraints — and that this capability can be trained. The report remains partially classified. Page 25 was missing for decades until the CIA released it in 2021 — after the report went viral on TikTok and Reddit. The Gateway Process report has now been downloaded millions of times. The CIA’s own files are doing what the CIA couldn’t prevent: disclosure.
